The New Castle Promise To BAN, REGISTER, and CONFISCATE

A meeting advertised through Seacoast Online as “a conversation regarding gun violence…New Castle Promise, a group of citizens seeking solutions to gun violence, primarily focused on discussing New Hampshire gun safety legislation proposals for 2014 starting at 7:00 PM Tuesday, June 11. All are invited to attend.”

GO-NH members attended this New Castle Promise meeting.

As you can see in their meeting agenda which is posted directly below, this group has a lot more planned than ending gun violence. It became clear to us through discussion that part of their agenda was firearms registration, to ban certain firearms and put limits on ammunition (pay attention hunters and shot gunners).

A woman (let’s call her Ms. M.), who appeared to be in charge, spoke to their plan. It included submitting a long list of LSR’s, and to work with like-minded New Hampshire State Representatives to introduce and advocate an anti-gun agenda. They acknowledged that not all of their agendas could be passed in 2014 and pressed for patience. It was made clear that if one LSR could be passed and made into law it would be used as a foothold for an incremental gain in other LSRs. HB 1589, the 7th item on the agenda, was the cornerstone of more draconian infringements on your rights.

Facing opposition from pro-firearm attendees, Ms. M. abruptly stood up and said she was closing the meeting. She stated that the meeting was “going nowhere” and called on the other members of New Castle Promise to follow her out of the room. It was obvious to us she did this because facts presented by GO-NH members in attendance had made it clear that the New Castle Promise plan would have no impact on reducing gun violence. However, it would negatively impact lawful gun owners and would not make anyone safer. Surprisingly, only one other person followed her out, and this person soon returned as the meeting continued. We sat in a circle and debated the topics they were prepared to discuss.

Some of their members had concerns and discussed them with us. Several of the New Castle Promise members did not even agree with some of the proposed legislation on their own meeting agenda. The pro firearm people at the meeting were horrified as gun control, prohibition, and confiscation were on their agenda. This was clearly not a “meeting primarily focused on discussing New Hampshire gun safety legislation” nor is New Castle Promise a “group of citizens seeking solutions to gun violence.” As the meeting progressed, New Castle Promise members had discussed a change of tactics. They stated they needed to stop using words like ban, confiscate, registration and gun control. These words agitate gun owners which will result in them responding in large numbers.

Keeping our members and the legislature informed and educated on these organizations takes time, money, and volunteers. We cannot do this without your help. Please give what you can and show up when you receive a Minute Man Alert.

I spent some time going over the proposed legislation .Here is a more complete list
Bill

– A ban on the publications of the identities of gun owners

– Require eye examinations for firearm purchases and concealed carry permits similar to the requirements for the driver’s license.

– Require a firearm safety course for issuance and renewal of concealed carry permits and firearm acquisitions. Passing the course will give   the shooter a certificate so he will not have to repeat the course. This course should include a review of firearms laws in NH and a written test and eye exam like the one for a driver’s license or a boat operator’s certificate. The firearms safety course should include the Hunte Safety Course so the shooter will not have to take two courses.

– Require mental health information to be included in background checks. This would revoke the previous exclusion of this information.

– Make the criteria for background checks for the issuance and renewal of concealed carry permits and gun purchases effective and identical  so as to achieve the same goals.

– Background checks will include searches of all pertinent databases. A reasonable wait time will be required for this to be completed.

– All firearms purchases will now require background checks with the exception of private transfers from one individual to another.

– Police chiefs are now required to issue concealed weapons permits. This should be changed to permits can only be issued for a valid rea son.

– Registration of handguns should now be required in NH.

– All acquisitions of firearms after a certain date will require a background check, an eye exam and the firearms safety course certificate.

– Since NH and Maine are a source for firearms used in the drug trade, there should be a limit to the number of firearms an individual may purchase over time.

– A ban on the sale or transfer of semi-automatic rifles that accept high capacity magazines.

– A ban on the sale or transfer of high capacity magazines modeled after the one proposed at the federal level.

– A limit on the quantity and types of ammunition an individual may possess with exceptions for licensed dealers and law enforcement.

– A ban on carrying firearms in public buildings with exceptions for law enforcement, etc.

– A ban on the possession of firearms by persons who have their driver’s license revoked for cause. This information will be entered into the background check information database.

– A ban on the possession of firearms by persons who have substance abuse convictions. This information will be entered into the back ground check information database.

– A ban on the possession of firearms by persons who have been adjudged to be mentally incompetent or a danger to themselves or others. This information will be entered into the background check information database.

– Since so many gun owners are irresponsible, gun owners should now be required to carry liability insurance.

– Repeal of Stand Your Ground in NH.
