In NH the Governor Lynch put in place the Water Sustainability Commission in 2011 by Executive Order. This is in addition to the Regional Planning Commissions which were in place as early as 1967 by legislation. The RPCs have never been as active as they are now in trying to institute top down orders for how you can use your property among other things. Check your state for these commissions which may not have been created through legislation but by Executive Order.
