In case you ever thought this was a bi-partisan effort, read what Senator Judd Gregg said about the closed process of putting together a bill for the Senate:

“We [meaning Republicans] don’t have any participation in this process at all, nor do most of the Democratic members of the Senate. It’s being written by three or four, as I understand it, maybe five senators with staff behind closed doors in Harry Reid’s office.

And nobody has seen it, nobody knows what the score and nobody knows what’s in it. We know broad outlines but no specifics.”
