You can beef up in the future if needed.\u201d <\/p>\n<p>That&#8217;s called incrementalism and we know it well.<\/p>\n<p>Further he stated: &#8220;The degree to which we can recycle the revenue is going to be an important part of the debate,\u201d he said. \u201cThis is classic conservative benefit-cost decision.\u201d<\/p>\n<p>Translation &#8211; redistribute the wealth.<\/p>\n<p>Remember what Richard Haass said&#8230;<\/p>\n<blockquote><p>&#8220;The common enemy of humanity is man.  In searching for a new enemy to unite us, we came up with the idea that pollution, the threat of global warming, water shortages, famine and the like would fit the bill.  &#8230;The real enemy then is humanity itself.
