These agreements seek to transfer economic and political power to regional arrangements as stepping stones to global governance under the guise of free trade.<\/p>\nFast-track authority also compromises Congress\u2019s ability to regulate foreign trade. It transfers the initiative for negotiating \u201cfree trade\u201d agreements to the executive branch. When a completed trade agreement is ready for congressional approval, it permits Congress an up-or-down vote on the agreement with no amendments or filibusters permitted. It gives the executive branch a great deal of its exclusive power for regulating foreign trade by granting the president fast-track negotiating authority absent Congressional oversight.<\/p>\n
In testimony before the House and Ways Committee in June 1994, Newt Gingrich, said the following the regarding World Trade Organization:<\/p>\n
\u201cI am just saying that we need to be honest about the fact that we are transferring from the United States at a practical level significant authority to a new organization. This is a transformational moment. I agree… this is very close to Maastricht [the European Union treaty by which the EU member nations surrendered considerable sovereignty], and twenty years from now we will look back on this as a very important defining moment. This is not just another trade agreement. This is adopting something which twice, once in the 1940s and once in the 1950s, the U.S. Congress rejected. I am not even saying we should reject it; I, in fact, lean toward it. But I think we have to be very careful, because it is a very big transfer of power.\u201d<\/em><\/p>\nArticle 1, Section 8 of the constitution says, \u201cThe Congress shall have Power… to regulate Commerce with foreign Nations.\u201d This is an essential component to our national sovereignty and independence.<\/p>\n
Six years ago, the United States signed a \u201ctrans-Atlantic economic integration plan\u201d with the EU. On February 12, 2014, President Obama said he intended to complete negotiations on the Trans-Pacific Partnership and to launch talks on a comprehensive Transatlantic Trade and Investment Partnership with the European Union in this state of the Union speech. On July 8, 2014, representatives from the United States and EU met in Washington, D.C., for one week to begin negotiations on the TTIP with the goal of economic integration of the United States and EU.<\/p>\n
Andrew Reding of the World Policy Institute has written:<\/p>\n
\u201cWith economic integration will come political integration…One of the purposes of NAFTA and other international trade agreements is to set the principles by which such decisions are to be made, including the critical question of how to \u2018harmonize\u2019 differing labor, consumer, environmental, and other standards. By whatever name, this is an incipient form of international government.\u201d<\/em><\/p>\nGlobalists, socialists, and communists promote regional blocs that destroy national sovereignty.<\/strong> The ultimate goal is to merge regions allowing for world government. The TPA is a direct attack on this county\u2019s constitutional checks and balances. It is represents and unconstitutional usurpation of the legislative powers of Congress and you know it.<\/p>\nThe first sentence in the Constitution says, \u201cAll legislative powers herein granted shall be vested in a Congress of the United States.\u201d (Article I, Section 1) The TPA destroys this requirement without amending the constitution. Passage also eliminates congress\u2019 ability to judge the pros and cons thus subjecting U.S sovereignty to the dictates of the Trans- Pacific Partnership and the Transatlantic Trade and Investment Partnership to foreign bureaucracies, agencies, and courts that hate our constitution. As designed, these agreements subvert American sovereignty by forcing economic and political integration with certain Pacific Rim nations and the European Union, respectively.<\/p>\n
